LankaClear (Pvt) Ltd. (LCPL), is a limited liability Company incorporated in Sri Lanka on 8th February 2002 and subsequently registered on 18th September 2008 in compliance with the new Companies Act No. 07 of 2007. The Company commenced operations on 1st April 2002 with the primary purpose of providing cheque clearing facilities to all commercial banks in Sri Lanka on behalf of the Central Bank of Sri Lanka (CBSL). In May 2006 LCPL migrated to the Cheque Imaging and Truncation System (CITS) achieving the milestone of being the second country in the world to implement a nationwide cheque imaging and truncation system.

LankaClear (Pvt) Ltd. (LCPL) invites sealed bids from eligible bidders for the Supply, delivery, installation, configuration, implementation and commissioning of a hardware system including providing of training for the Cheque Imaging and Truncation System (CITS) of LankaClear (Pvt) Ltd.

Bidding will be conducted through a Competitive Bidding (CB) procedure which is open to all bidders from eligible source countries having United Nations/WTO membership.

Interested and eligible bidders may obtain further information from the General Manager/CEO, LankaClear (Pvt) Ltd, Level 18, BOC NHQ Building, BOC Mw, Colombo 01 and inspect the bidding documents at the address given below from 9.00 a.m. to 4.30 p.m. on any working day from 10th December 2009.

Qualification Requirements: Bidders should have had an average annual turnover of at least LKR. 300 million in the past three (03) financial years and successfully completed at least 2 similar contracts per year during the last three years, as a main supplier.

A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address given below and upon the payment of a nonrefundable fee of Sri Lanka Rupees Ten Thousand (LKR 10,000/=), payable by cash or Bank Draft in favour of LankaClear (Pvt) Ltd on any working day between 9.00 a.m. and 2.00 p.m. The documents may be purchased until one day before the deadline for submission of bids as given in paragraph 7 below.

Bids must be delivered to the address given below on or before 19th January 2010. All bids must be accompanied by a bid security of Sri Lankan Rupees Eight Hundred Thousand (LKR 800,000/=). Late bids will be rejected.

LCPL will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.

LCPL will adopt a two stage, two-envelope bidding procedure for the submission of bids.

LCPL retains the right to accept the best proposal, or reject all or any of the proposals and will not be obligated to inform reasons for rejection.
